The Scottish Parliament has just (today)
passed a bill removing the 'graduate endowment,' which was essentially a fee. The SNP Government's Education Minister, Fiona Hyslop (pictured) strongly argued (on the BBC this morning) that there is a fundamental right to free education:
"Access to university should be based on ability to learn, not ability to pay. I want people from all backgrounds to go forward. Debt and fear of debt prevents those from working class backgrounds, in particular, accessing universities."
