another small country tries to tackle higher education.

The report of the Joint, "Future Thinking" Taskforce on Scottish Universities has just been published and is now out for consultation. This document was drafted as an outcome from a series of monthly meetings between the university principals and the Minister for Education. There is recognition that future state investment is required to move the universities forward and that freeing up the institutions to manage their own affairs rather than being micromanaged to achieve specific targets by government is the best approach. Core funding will be provided but with additional separate 'horizons' fund available for the achievement of particular social and economic goal. You can read the document here.
